They seem to make something of a mascot of the pedestrian traffic light men which is quite cute with the addition of the hat.

The circular building is the Reichstag which I didn't get to visit as it is a main tourist attraction and in the heat we were in we were not ready to queue in the sun for that long. Maybe next time!
